See:
Liverpool Labour: Social and Political Influences on the Development of the Labour Party in Liverpool, 1900-1939 Sam Davies Keele University Press, 1996, 416 pp
Don't be misled by the title, this book is of interest to psephologists as well as those curious about Labour history or Liverpool politics. Appendix IV of the book, occupying pages 247 to 342, gives election results (including by-elections) for each of Liverpool's wards for the period 1905 to 1938 inclusive.

To complement David's post of the Liverpool ward boundaries in the 19th century, here is a scan from Liverpool Labour showing ward boundaries between 1895 and 1953:

Some day I shall get round to scanning in my copy of "A Record of Elections, Parliamentary and Municipal" by Richard Bennett. He was the Conservative agent in Liverpool and in January 1878 published this book giving all the council election results in Liverpool and some surrounding councils, back to 1835.
