A Note on LCC boundaries and Council Size, 1888-1918
The London County Council electoral divisions were, with the following exceptions, identical with the undivided Parliamentary Boroughs and the Parliamentary Divisions:
Dulwich
The LCC division excluded (parliamentary division included) the hamlet of Penge.
Finsbury, Central
The LCC division excluded (pariamentary division included) the area known as Clerkenwell detached.
Wandsworth
The LCC division excluded (parliamentary borough included) the area known as Putney detached, and the parts of the ancient parish of Tooting Graveney added to the parish of Mitcham.
The LCC division included (parliamentary borough excluded) the parts of Mitcham added to the parish of Wandsworth Borough.
Hackney, North
The LCC division included (parliamentary division excluded) the ancient parish of South Hornsey. There was also a small difference due to the Hackney and Tottenham Adjustment Order 1907.
Two councillors were elected from each electoral division, with the exception of the City of London with four councillors. There were therefore a total of 118 councillors. During this period there were 19 aldermen, so the total membership was 137.

A Note on LCC boundaries and Council Size, 1919-1965
Between 1919 and 1948 there were 61 divisions with boundaries identical to those of the Parliamentary divisions. (The Parliamentary divisions were first used at the 1918 General Election.)
Each electoral division elected two councillors with the exception of the City of London with four.
There was therefore a total of 124 councillors. During this period there were 20 aldermen, giving a total council membership of 144.
Between 1949 and 1965 boundaries were also identical with Parliamentary constituencies, the boundaries first being used at 1950 General Election.
However, by an Order in Council in 1955, parts of the Fulham West and Hammersmith South divisions were added to the major part of the Fulham East division to form the new division of Barons Court; the remaining parts of the Fulham East and Fulham West divisions were combined to form the new division of Fulham. The remaining part of the Hammersmith South division was combined with Hammersmith North to form the Hammersmith North division.
Also, by an Order in Council in 1955, part of the Hackney South division was added to the Bethnal Green division, and the remaining part of the division was combined with part of the Stoke Newington and Hackney North division to form the new division of Hackney Central.
Therefore council membership, with each electoral division returning three members, was as follows:
1949-1954: 129 councillors, 21 aldermen. Total: 150. 1955-1965: 126 councillors, 21 aldermen. Total: 147.

Regarding the Wandsworth, Clapham by-election in 1938. We learn from the Labour candidate's election address, reproduced below, that it was caused by the death of Mr. Bertram Mills. Checking wikipedia we see that Mills was indeed famous for his circus. Mills was LCC councillor for Fulham, East from 1928 to 1934, when he was defeated. We will meet him again shortly. The Labour candidate was John Battley. I haven't yet tracked down the full result, but here are the four pages of his election address. Battley was elected MP for Clapham at the 1945 General Election, only serving until 1950. Wikipedia tells us that Battley secured election at the LCC by-election by 57 votes; that he was a noted pacifist and conscientious objector and that he did not make a speech in Parliament.
