East Molesey UDC was created on 31 December 1894. It consisted on 21 councillors from one ward and the first (and only elections) were held on 17 December 1894. However, there was a tie for the 21st seat and Surrey County Council advised the seat could not be filled. It was left vacant and effectively abolished. Each year 7 seats would be elected with the next elections being in 1896. Within months of the UDC's creation, discussions were held about combining with West Molesey (which came under Kingston Rural District Council). This was soon agreed and on 1st October 1895 East Molesey UDC was abolished and East & West Molesey UDC was created.
The below are the 1894 election result. The winners automatically became councillors for East Molesey ward on East & West Molesey UDC when it was created in 1895.
