Weybridge UDC was formed after local people petitioned Surrey County Council to become an Urban District. A local poll was taken on 12 Mach 1894:
For constituting the Parish an Urban District – 618 Against [the above] – 26
Persons voting for an Urban District – 457 Against [the above] – 16
The first elections were held on 18 December 1894, ahead of the Council being formally created on 31 December. There were 12 seats, with 4 seats up each year from 1896. A “very largely attended” public meeting was held at the Village Hall beforehand where the majority of the candidates spoke and answered questions. George Denny, a ‘working man’, said he would do his best for the working classes. Talbot Palmer meanwhile thought that ‘those who were termed gentleman were entitled to a number of seats on the Council’ as they had done much for the village and their ‘prosperity was largely due to them’.
The turnout was 80% and the results were:

The newly formed Residents’ Protection Association's manifesto, dubbed a ‘militant manifesto’ by the Surrey Advertiser, stated they were founded “for the protection of residents from the arbitrary action of the Urban District Council; to check the further disfigurement of the village by the hacking of trees; to reduce the unnecessary and exorbitant rates; to reduce the number of the Council’s officials; to stop the giving of extra pay and bonuses by the Council to their officials; to support suitable candidates at the elections; and generally to promote economy of management, and safeguard the interests of all the residents”.

The election’s one spoilt ballot paper had seen the elector write Bassett’s name on it rather than putting a cross. If they had voted correctly, Bassett and Chambers would have tied.
