The Ladies are not amused, December 1942:-
During the autumn of 1942 Mrs Clara Smithies (Elland's first lady councillor, elected in 1932) submitted her resignation from the council. There could not be a by-election to fill the vacancy given the wartime legislation. Elland UDC sent a letter to the Elland Division Conservative Association requesting a nominee for the North ward seat. The association passed the request onto the Elland Constitutional Club. They submitted Joshua Whiteley, mill owner, as their nomination. His mill, Benjamin Whiteley's, was the major employer within the ward. At first sight a straightforward process but come the next council meeting in November there was a to-do. Firstly five nominations had been received for the vacancy - Harry Taylor, Harriet Drinkwater, Doris Greenwood, Ruth Hodgson - along with Mr. Whiteley. There would obviously be an election amongst the councillors to fill this vacancy. Secondly Councillor E. Wolfenden intervened to ask why no one had consulted the Elland Women's Conservative Association for their views about the new member. The council had received Mr. Whiteley's name on official Elland Divisional Conservative Association notepaper but other councillors said no meeting of all Elland Tories had been held to discuss the nomination. Thirdly the ladies of Elland had arranged a petition (1,004 names from across the spectrum in less than a week) demanding that the council not fill the vacancy until there had been a full consultation. The petition was headed 'We are convinced that a woman councillor is necessary to represent our views on local government'. The matter was adjourned until the December meeting. At this meeting a fresh letter was received from the Elland Division Tories stating, after consulting both the men's and women's associations, that Joshua Whiteley was their chosen candidate. The councillors proceeded to the election. Harry Taylor and Harriet Drinkwater did not receive seconders so eliminated. Doris Greenwood and Ruth Hodgson (incidentally both were Conservatives) were seconded. The result of the ballot Mr Whitely 13 votes, Mrs Greenwood seven votes and Miss Hodgson four votes. (Assume two councillors abstained or were not present). 'Disgusted' wrote to the press ssaying that she hoped that these 13 men got their just deserts when seeking re-election. There was now only one female member on Elland UDC - Miss Emily Shaw (Labour, Holywell Green) who was co-opted (without any commotion) in 1940. Mrs Greenwood and Miss Hodgson were never to be Elland UDC councillors.
