Esher and the Ditton came into being on 6 May 1895 with the departure of the three parishes (Esher, Thames Ditton & Long Ditton) from the short-lived Kingston Rural District. A Local Inquiry organised by Surrey County Council had been held on the subject and the three parishes all voted overwhelmingly to form their own district.
- Esher: For – 387, Against – 32 - Long Ditton: For – 420, Against 39 - Thames Ditton: For – 582, Against 24
The Inquiry made one amendment, with the two wards that made up Long Ditton being sent in different directions. This followed a petition signed by 140 Tolworth ratepayers and supported by all the Tolworth Councillors on Long Ditton Parish Council asking for Tolworth to join Surbiton. The West ward joined with Esher and Thames Ditton and the Tolworth joined Surbiton UDC.
The first elections were held in c. April 1895. Annoyingly the Surrey Advertiser from 1895 is not yet online so I don't know the precise election result but the winners were as below:

1896 elections - 30 March
A third of the seats were up in Esher and Long Ditton. However, after a request from the UDC and a Local Inquiry by Surrey CC, the Thames Ward was split into two. Claygate became its own 3-seat ward, whilst the remaining part became a new 6-seat Thames Ditton ward. In both new wards, all seats were up for election.

Only one nomination (Edwin Feltham) was received in Long Ditton; the law at the time allowed the other incumbent Joseph Giles to be deemed re-elected to fill the vacancy. Giles consented to this.

Once again Long Ditton only had one nomination (the Rev. Charles Hughes). The other incumbent, Culmer White, was duly declared re-elected anyway. He clearly didn't want to be as he was expelled for non-attendance on 14 February 1901. In Thames Ditton, Helen Lambert retired and died later the same month. The next female councillor would elected in 1928.

Thames Ditton by-election, May 1901
Henry Edwards - unopposed
This by-election was caused by the resignation of Edward Greening on 16 April. He had been re-elected just weeks before, but at the Annual Council meeting he was most upset that the incumbent Chairman Samuel Kearns was re-elected for a further year in office. He believed Kearns had stated he would serve a year only and Greening said he wouldn't have stood for re-election if he knew Kearns would re-stand. It would appear Kearns had offended Greening at the start of his chairmanship in April 1900 and the bad blood had continued. Greening resigned from the Council there and then.
