Saffron Walden MB – 1930
Herts and Essex Observer, 1 November 1930 (nominations), 8 November 1930 (result).
There were four vacancies. The Observer expressed surprise that the vacancy caused by the election of Cllr. A. Titchmarsh to the Aldermanic bench was not to be filled at this time. Two retiring councillors, Cllrs. C.W. Rolfe and E.W. Trew, decided not to seek re-election.
Myhill sought election as an Independent candidate – however, there was no evidence of political party activity. There were about 2,800 electors on the Register.

Saffron Walden MB – 1932Herts and Essex Observer, 29 October 1932 (nominations). There were four vacancies which were filled without a contest. As usual, a * indicates a sitting member. *Gerald C. Maberly (barrister-at-law) Unopp. Percy D. Pink (portable building manufacturer) Unopp. *Francis J. Robson (independent) Unopp. *Sidney S. Wilson (political agent, Labour) Unopp. Sitting councillor Cllr. J. Emms decided not to seek re-election following the death of his wife and contemplating moving from the district. This is the first time we come across Stanley Wilson (as he was generally known by his second forename). A Labour figure in Saffron Walden for many years and the party's candidate at the 1931, 1945 and 1950 General Elections. He came within 1,158 votes of 'Rab' Butler at the 1945 contest. Author of the books The Mayor and the Matron (Precision Press, 1971) and Saffron Crocus (Precision Press, 1972). By-elections The Herts and Essex Observer in its issue of 12 November 1932 reported that newly-returned councillor Cllr. P.J. Pink was not qualified to be a town councillor, and that he had tendered his resignation. Pink lived in Wimbish but had a workshop in West Road, Saffron Walden. After his unopposed return Pink wrote to the Town Clerk and reported that he had found out he was not qualified to sit and vote as a town councillor because his name was not on the Register of Electors with respect to the workshop. Charles B. Rowntree (Headmaster, Friends' School) was elected to fill the vacancy (nomination day being 13 November) and a report of his first meeting of the Council appeared in the Observer issue of 17 December 1932. No details of a contested by-election have been found. 28 July 1933, caused by the election of Cllr. J. Custerson as an Alderman: Herts and Essex Observer, 29 July 1933. Ernest W. Tanner Unopp. Tanner was a former member of the Council, 1905-8 and 1910-27. He had been a member of Essex County Council since 1913 and a County Alderman since 1930.

Saffron Walden MB – 1933
Herts and Essex Observer, 4 November 1933 (result).
There were six candidates for the four available seats. 1,258 ballot papers were issued, one of which was returned spoiled (voting for more candidates than entitled). There were approximately 3,000 people entitled to vote.
*Ernest W. Tanner (Justice of the Peace) 853 Arthur J. Dix (builder) 681 *George O. Bradley (secretary-manager Co-operative Society) 678 Walter C. De Barr (boot and shoe retailer) 571
Bell Nicholson (retired farmer) 355 Francis A. Marsh (gentleman) 132
An advert in the issue of the Observer of 28 October 1933 tells us that Tanner, Bradley and Nicholson contested the election on a 'ticket' together.
By-election 21 September 1934, caused by the resignation of Cllr. F.J. Robson, who had left the town:
Herts and Essex Observer, 15 September 1934 (nominations), 29 September 1934 (result).
Arthur R. Ray (cement manufacturer) 405 Bell Nicholson (retired farmer) 248 Helen L. Radley (widow) 171
majority 157
Added in Edit:
The editions of the Saffron Walden Weekly News for 27 October and 3 November 1933 have recently become available. These provided the candidate descriptions, but otherwise the only difference from the above is:
Number voting (1933 Borough election): 1,259

Saffron Walden MB – 1934
Herts and Essex Observer, 27 October 1934 (nominations), 3 November 1934 (result).
Again there were six candidates for the four available seats. Retiring councillors not seeking re-election were Cllrs. G.A. Fitch and M. Medcalf; the former for health reasons, the latter had left the district.
*Carl G. Engelmann (nurseryman) 826 *Ellis Rooke (builder) 809 Arthur H. Perry (builder and contractor) 678 Miss Mary E. Midgley (spinster) 503
Hubert Collar (curator of the Museum) 498 John V. Jackson (accountant) 300
Collar was previously the Liberal Party agent in the Saffron Walden division. Jackson had unsuccessfully contested the parish of Radstock at the Saffron Walden RDC election held in March 1934.
Added in Edit:
The edition of the Saffron Walden Weekly News for 2 November 1934 has recently become available. The paper confirmed the above figures.

Saffron Walden MB – 1935
Herts and Essex Observer, 26 October 1935 (nominations).
There was no contest this year, with four nominations for the four vacant seats:
*Gerald C. Maberly Unopp. *Arthur R. Ray Unopp. *Charles B. Rowntree Unopp. *Sidney S. Wilson (Lab) Unopp.
By-elections
At the meeting of the Council held 9th November, the Mayor, Cllr. E. Rooke was elected as an Alderman to replace Ald. D. Millar who had resigned, due to ill health, thereby creating a casual vacancy. This was filled in early April 1936:
Hubert Collar (curator of the Museum) Unopp.
At the meeting of the Council in May (Herts and Essex Observer, 16 May 1936) the Town Clerk reported that Cllr. A.H. Perry was disqualified, thereby creating a casual vacancy. Two nominations were received, resulting in polling on Wednesday 27 May 1936:
Henry P. Lawrence (engineer) 430 Francis A. Marsh (gentleman) 79

Saffron Walden MB – 1936
Herts and Essex Observer, 31 October 1936 (nominations), 7 November 1936 (result).
Initially there were six nominations for the four vacancies. However, sitting member E.W. Tanner withdrew his papers at the last possible minute, as a "protest against the fact that the meetings of the Council are not held in the evening." He had first been elected in 1905 and was the oldest elected councillor.
*George O. Bradley (secretary-manager, Co-operative Society) 626 Hugh Tanner (provision merchant) 535 *Arthur J. Dix (builder) 486 John Emms (retired railway guard) (Lab) 472
*Walter C. de Barr (boot and shoe retailer) 458 *Ernest W. Tanner (Justice of the Peace) withdrew
The Observer commented that about 1,100 voters went to the poll, a turnout of less than 50%.
Emms was a previous member of the Council from 1926-1932 but retired following the death of his wife (see post above for 1932). Emms' membership did not last long, as his resignation, due to ill health, was reported in the Observer, issue 19 June 1937, thereby causing a ...
By-election
At close of nominations on 29 June 1937, there was only one nomination:
Charles E. Day (manager of Messrs. Scruby & Co. Ltd.) Unopp.
who was deemed elected on 8 July.
Added in Edit:
The editions of the Saffron Walden Weekly News for 30 October and 6 November 1936 have recently become available. From these we learn that Hugh Tanner was the brother of Ernest Tanner.

Saffron Walden MB – 1937
Herts and Essex Observer, 30 October 1937 (nominations).
There were only three nominations for the four vacancies. Sitting councillors Miss Midgley and Lawrence did not seek re-election.
*Hubert Collar (curator of the Saffron Walden Museum) Unopp. *Carl G. Engelmann (nurseryman) Unopp. Francis A. Marsh (gentleman) Unopp.
The Observer in its next issue (6 November 1937) explained that Cllr. Lawrence had been deemed to be elected:
"Walden Town Council Election
"Mr. H. P. Lawrence Re-elected To Fourth Vacancy
"Mr. H.P. Lawrence has been re-elected as a member of the Saffron Walden Town Council for the ensuing three years. Two weeks ago only three nominations were received for the four vacancies, and Mr. Lawrence had not been nominated. It has now been made known that under a certain section of the Local Government Act, 1933, if the number of nominations is less than the vacancies, the retiring member who polled the highest number votes at the last ordinary election can be elected to make up the required number. Mr. Lawrence topped the poll with 430 votes three years ago, and his only opponent - Mr. F. A. Marsh - gained 79 votes."
This report is somewhat inaccurate. The figures referred to are those of a 1935 by-election rather than those of the 1934 ordinary election. Suffice it to say, Cllr. Lawrence did not raise any objection to this turn of events and was present at the meeting of the Town Council held 9 November 1937.

Saffron Walden MB – 1938Herts and Essex Observer, 29 October 1938 (nominations). There was no contest this year, even though there were five nominations for the four vacant seats. Maberly withdrew his nomination: three weeks before nominations opened he had said that he would not seek re-election, but was persuaded to do so but on the understanding that he would only be a candidate if there was no contest. The other councillor not to seek re-election was Cllr. Ray, who had left the town. Frank Foster (farmer) Unopp. Charles F. Huggett (company director) Unopp. *Charles B. Rowntree (retired schoolmaster) Unopp. *Sidney S. Wilson (political agent) (Lab) Unopp. *Gerald C. Maberly (barrister) - withdrew The Observer commented that Foster was no stranger to municipal affairs, having represented Hempstead parish on Saffron Walden RDC for some 14 years. In the concurrent studies for the rural district we note that Foster was elected in Hempstead at the (for example) 1931, 1934 and 1937 elections.
